EU dissatisfied with slow reforms of intellectual property sphere in Ukraine

The European Union is dissatisfied with the slow progress of Ukraine in the legislative reform in the sphere of the intellectual property. The press service of the EU in Ukraine reports that this issue was raised at the meeting of EU and Ukraine representatives.

According to them, 18 months passed since the entry into force of the Deep and Comprehensive Free Trade Area (DCFTA). However, the government still did not submit the majority of the bills for approval to Verkhovna Rada that is obliged, according to the terms of the DCFTA.

EU noticed that the EU experts prepared the proper bills in 2015. However, they are still under consideration at Ministry of Economic Development and Trade of Ukraine. The Ukrainian side promises to submit 4 bills for approval in September and these bills will be based on the bills prepared by the EU experts.

The press service added that such situation inflicts the irreparable damage to the legal interests of the thousands of local and international copyright holders. The modern legislation of Ukraine does not contain the proper norms to provide the effective observance of intellectual property rights. The passage of the bills in accordance with the obligations within DCFTA will help Ukraine to integrate quicker in the world trade system, raise the foreign investments and prevent the further loss from the copyright holders’ side.

According to EU representatives, the only progress is the strengthening of the fight against internet piracy and the passed bill on the cinematography. It provides the better control of the internet space to prevent the placement of the illegal content at websites based in Ukraine. Also it regimes the work of cyber-police that is going to provide the implementation of the legislation in these sphere for the cooperation with international colleagues.

EU hopes that the positive example will be followed in the other security spheres of the intellectual rights in the near future.
