President of Ukraine Petro Poroshenko informed that in the course of the negotiations leaders of Normandy format had agreed to elaborate a “roadmap” for the implementation of the Minsk agreements.

“Our main task over the past 6 months was to switch the format of relations to the creation of a “roadmap” that will clearly define two components. The component of sequence of steps aimed at the implementation of the Minsk agreements and the guarantees of their fulfillment,” the President told journalists in Berlin following the negotiations of the heads of state in the Normandy format.

Petro Poroshenko emphasized that “half a year ago nobody wanted to hear anything about the roadmap”. However, due to the persistence of the Ukrainian party, we have managed to achieve that.

The Head of State noted that “there is no alternative to the Normandy format for today, which was clearly state during the past meeting”. “For today, the Minsk agreements are an integral document. And when we speak of the “roadmap”, it provides for sequence and guarantees,” the President said and added that the fulfillment of security conditions, ceasefire, withdrawal of foreign troops, respect for the delimitation of military equipment, provision of unhindered access for the OSCE, release of hostages must precede the transition to the performance of the political part.

“We must elaborate and approve an efficient “roadmap”. The Ukrainian proposal was supported by our German and French partners at first. For today, German and French proposals on the basis of the “roadmap” have been approved by the Normandy format,” the President said.

Petro Poroshenko informed that the Ministers of Foreign Affairs had been instructed to approve the basis of the “roadmap” by the end of November. “We have set the main vectors of this map,” the Head of State noted. The parties to the Normandy format agreed that the foreign ministers will meet once again during the next month and sum up the results to prepare for the next meeting of the heads of state.

According to the President, the “roadmap” is a document on the implementation of all documents approved within the Minsk agreements.
