Such 'jokes' trivialize violence and create a toxic, lethal atmosphere. Putin's followers often 'joke' about opposition leaders being killed. Websites with 'wanted dead or alive' posters, pictures with opposition members in crosshairs, etc. Then they are murdered and it's no joke at all—but of course those who promoted these acts say they were 'only joking' and had nothing to do with the killing.
It's not about giving the order to murder. Creating the culture of violence, hatred, & impunity is enough. It is killing without consequences. The normalization of violent rhetoric in public inevitably leads to violence. That is why you cannot take these things lightly at all. They must be condemned.
