The NSDC Secretary Oleksandr Turchynov has named the perpetrators of shelling of Yelenovka in the Donetsk region.
'Due to undoubted facts and evidence of local people it becomes absolutely clear that the shelling of civilians was carried out from the area of a filter plant near the village of Yasnoe (the north-western outskirts of Dokuchaevskaya), which is located on the militants’ territory at a distance of about 4 km from the scene of the tragedy,' the head of the National Security and Defence Council said.
'I express my sincere condolences to the families of those tragically killed Ukrainian citizens and victims of the shelling which was carried out by Russian terrorist groups in the area of Elenovka,' Turchynov said.
'On April 27, 2016 at 2:45, Russian occupation forces and illegal armed units of the so-called DPR committed another provocation near the village of Elenovka in Volnovakha district, where four civilians died and ten others were wounded as a result of a checkpoint’s shelling. This cynical provocative act aimed to discredit the image of Ukraine and its Armed Forces in the eyes of the civilian population of the temporarily occupied territories and the international community on the eve of the trilateral meeting of the contact group in Minsk and Christian Easter,' the head of the National Security and Defence Council noted.
'The facts of the crime testify that the provocation was carefully pre-planned. It was preceded by several events. A group of Russian journalists and propagandists arrived in Donetsk yesterday. They were among the first to arrive on the scene of provocation and provided their TV-broadcasting. Starting from April 26, militants began preparations for the bloody provocation by artificially creating a queue on the outskirts of the village of Elenovka due to different reasons, delaying check for the citizens who left the occupied territories. The representative of the so-called DPR Eduard Basurin had 'predicted' and announced the checkpoint’s shelling in Elenovka that was located on the territory held by Russian terrorist groups,' Turchynov explained.
'Due to undoubted facts and evidence of local people it becomes absolutely clear that the shelling of civilians was carried out from the area of a filter plant near the village of Yasnoe (the north-western outskirts of Dokuchaevskaya), which is located on the territory held by militants at a distance of about 4 km from the scene of the tragedy,' the NSDC Secretary said.
'I emphasize that the Ukrainian side keeps the Minsk agreements and its obligations. We withdrew heavy weapons, tanks, artillery and mortars from the contact line and this have been confirmed by regular checks of the OSCE monitoring mission, which informs the international community and help to resolve the situation in eastern Ukraine, while Russian terrorist groups regularly violate these agreements, threaten and put different obstacles in the way of the monitoring mission,' Turchynov said.
'The evidence of non-participation of the Armed Forces of Ukraine in the events near the village of Elenovka is the fact that the observers from both Russian and Ukrainian sides of the common center of control and coordination of the ceasefire and stabilization of the boundary line did not record any shelling of Elenovka from artillery systems of the Armed Forces of Ukraine from 00.00 to 06.00 on April, 27, 2016. During the past month there have been no confirmed cases of the ceasefire’s violation by the Armed Forces of Ukraine in terms of the use of artillery in the area,' the head of the NSDC said.
'Thus, the facts deny all the Russian propagandistic media’s accusations of alleged involvement of the Armed Forces of Ukraine to the deaths of people in Elenovka and testify implementation of complex provocative acts and bloody attack of Russia’s occupation forces and illegal armed groups to discredit the ATO forces and information covering further military escalation of the conflict,' Turchynov claimed.
'Such cases are further proof of crimes against civilians and cannot be ignored. They should be thoroughly investigated not only by the trilateral contact group, but by the international military tribunal,' the head of the National Security and Defence Council concluded.
