The "DNR" and "LNR" representatives made a statements in Minsk that Donbass residents have been arguably perceived the "postponement of elections" in the occupied territories.
Denis Pushilin and Vladislav Deinega said that the local elections in the "DNR" and "LNR" will be held next year. A leader of the "LNR", Ihor Plotnytsky added that Minsk and Paris conventions represent the best variants for the "republics", but the citizents of these territories claim that "DNR" and "LNR" projects are failed.
The so-called "elections" in the "DNR" territories are scheduled for October 18, and in the "LNR" on November 1. Denis Pushilin and Vladislav Deinega reported that these "elections" will be defered to the beginning of 2016 and added that Normandy Four approved this decision in Paris.
The separatist leaders are trying to persuade local citizents that this agreement is a great progress and deny that these occupied territories will be returned to Ukrainian authorities. The leader of the “LNR”, Ihor Plotnytsky also said that Ukraine must ensure amnesty for the separatist combatants, in order for elections to be held in the Donbas under Ukrainian lawmaking, to take the law about the special status of the occupied territories and develop the convention with the separatists about laws on local elections.
The head of "LNR", Ihor Plotnytsky : "The conditions of the Minsk Agreement that we reached and that Ukraine signed are the best variants for us to return our territories without shedding a drop of blood. Firstly, nobody will cheat us. Secondly, we do not give up. Thirdly, we did not shed our blood in vain just to yield and go back to the banderite regime. This will not happen!"

However, the local population have another feelings the "postponement of the elections." The residents of the occupied territories agreed to talk about that, but only on condition of anonymity because they are afraid to suffer for any observations to Ukrainian media.
According to Donetsk resident, people don't believe that the Minsk Agreements and the "postponed elections" are the best advantages.
The resident of Donetsk: "Everybody understood that the elections would be bogus!"
Another Donetsk citizen said, that local residents who support the separatists want the military actions to end as quickly as possible, but on the other hand they hope to save the so-called "autonomous status" for the occupied territories. Nevertheless, these people believe that "elections" postponement indicates to another result and "discredits the current separatist administration in Donetsk".
He adds that the local residents do not believe the elections would be equitable. Despite the large number of political slogans that can still be seen in the streets of Donetsk, there was no real pre-election campaign or the debates.
The anonymous Donbass resident said: “Everyone knew that the elections scheduled for October 18 would be totally fictitious, there would be no one to vote for. It was absolutely clear the slogans and posters were always touting one particular person in one particular city and all the candidates were already in their places. We didn't have any other information...anywhere. But now, how are they are going to explain that these candidates are fakes and they will have to remove all these billboards. I can't understand how Pushilin or Zakharchenko will explain this to the people."
According to the citizents of the "DNR" and "LNR", new local elections may be held in the occupied territories on July 24, 2016.
