According to one of the high-ranking officials of the OSCE mission to Ukraine Alexander Hug, the organization’s information can prove that Russian militaries have been direct participants of the war in eastern Ukraine since 2014.
At the same time, Hug claimed that the mission can firmly report only those events it has observed, without making any conclusions.
In particular, he stressed that the OSCE had written about weapons and Russian armed forces noticed by different observers. Furthermore, the officials talked to prisoners and they confirmed that they were Russian soldiers.
However, despite all the evidence of regular Russian troops and military equipment in Ukraine, the Kremlin still denies any actions of Russian citizens in eastern Ukraine, constantly stating they are just volunteers. This is one of the most important problems that hinder the implementation of the Minsk Agreements, because they urge to withdraw foreign armed groups and military equipment from Ukraine.
